I believe that I have to believe in Polish law and the Polish government.
There is still an ongoing dispute with PIE (Polish Economic Institute) regarding the validity of the lease agreement for the premises concluded for a fixed term until 31.12.2025. I suggested to PIE to wait for the court's ruling in this matter, and in the meantime to maintain the terms of cooperation unchanged. However, PIE, despite being a state institution, resorts to such actions as, for example, cutting off the water supply to the premises in May this year. Cutting off the water required an appropriate fight in court to restore it. We won this fight. After the water supply to the premises was resumed, we applied to the Sanitary Inspectorate for a positive opinion and consent to resume business. The Sanitary Inspectorate issued a favorable decision for us and the premises can operate again - the planned date of the new opening is 10/09/2019. Unfortunately, this did not resolve the conflict with PIE.
On 21.08.2019 at approx. 15:50 I had a meeting with Mr. Piotr Arak, the director of PIE, and the deputy director. The director informed me that he wanted to use the power and strength of the state institution he represented to block my activity.
The deputy director was present the whole time, I quote the director's words:
1. Do you think that the court will protect the interests of the state treasury or a private company?
2. The director was surprised by the court's decision regarding the restoration of water in the premises. He claims that he can cut off the water in the rented premises 10 times.
3. He asked about my other activities and other premises of the China Town chain, according to him, the activity I conduct is illegal and requires detailed control and supervision by authorities such as the Sanitary Inspectorate, the Tax Office, etc. He will try to have me checked by the authorities so that it will result in the termination of my activity.
4. He does not agree to the proposal to operate normally until the court's verdict. He will do everything to hinder the activity. However, the rent should continue to be paid with interest – he even simulated PLN 900,000 up to a point.
5. He will call the police to throw us out.
6. He knows the advisor to Chinese President Xi Jinping, he has his support.
Question: Do you think that our proposal (acting in the normal manner until receiving a court ruling) is right? Is such action by PIE without waiting for the court ruling right? Which version do you support?
